What happened:I was playing as kidnaper. I was checking for some victim that I could kidnap when suddenly I found this guy being a pet and salvaging a car and took a screenshot.

That looks like a wrench, which is for fixing cars. Also blacklisting is a bit harsh for a one time offense.
